BURTON WEEK 2001

DEVELOPMENT CLASS CHAMPIONSHIP

1. Organising Authority. The organising authority for the Championship is the Porthpean Sailing Club.

2. Rules. Racing will be governed by the Racing Rules of Sailing 2001-2004 (RRS), the prescriptions of the RYA, the rules of the National Twelve Owners Association, this Notice of Race and the Sailing Instructions. In the event of any conflict between the Notice of Race and Sailing Instructions, the Sailing Instructions shall prevail.

3. Programme. The programme of races is set out below.

4. Eligibility.

4.1 An entry form (attached) must be completed, the entry fee paid and registration completed.

4.2 Each boat shall carry third party insurance for the duration of the Championship with an indemnity limit of not less than £2,000,000.

5. Measurement and Buoyancy Certificates.

5.1 Each boat must have a valid certificate of measurement with a current buoyancy endorsement. This must be produced to the Race Office at registration prior to the first race in which she participates. The Secretary of the National Twelve Owners Association will retain the certificate for the duration of Burton Week.

5.2 No boat shall be allowed to compete until this certificate is produced, except that, if the certificate exists and is not available for some bona fide reason, the Race Committee shall accept in lieu a written undertaking to produce the certificate in accordance with Rule 78.2.(RRS 1997-20000) The Race Committee requires such an undertaking to be accompanied by a deposit of £10.00 and to be honoured by 1600 hours on Wednesday, 8th August 2001.

5.3 A boat, the certificate of which is not produced by that time shall not be allowed to compete for the rest of the week and the deposit will be forfeit, payable to the National Twelve Owners Association. This amends Rule 78.2. (RRS 1997-20000)

5.4 No changes to rig measurements and/or weights recorded on the certificate will be permitted during Burton Week, except at the discretion of the Race Committee.

5.5 The Race Committee may measure any boat or her sails during the course of Burton Week.

5.6 All boats must display on their mainsails their own registered number with which they were entered.

6. Advertising. All of the races of Burton Week, including the practice race will be Category "A" in accordance with Regulation 20 – ISAF Advertising Code.

7. Entry.

7.1 An entry form (attached) must be completed and the Entry Fee paid to the NTOA Secretary (Mrs Janet Bloor, Woodman's Lodge, 52d Shaw Lane, Holbrook, Derbys DE56 OTG; Tel. 01332-882620; e-mail ntoa@ndirect.co.uk) at the address on the entry form before 1st August 2001.

7.2 Late entries may be accepted at the Porthpean Sailing Club Race Office during the periods of registration (see paragraph 8) at the Race Committee's discretion.

Qualification for Junior helms is that they must be born on or after 7th August 1980

No fee is payable for the Practice Race

 

8. Registration. Registration will be at the Clubhouse of Porthpean Sailing Club on Saturday 4th August 2001 between 0830 hours and 1730 hours, and thereafter at the Clubhouse from 09.00 until two hours after racing ends (or is abandoned) for the day, during the rest of Burton Week. The Sailing Instructions will be issued at registration. The Porthpean Sailing Club is situated above the beach in the village of Porthpean, Cornwall.

9. Courses.

Courses will be set in St Austell Bay and will be fully described in the Sailing Instructions.

10. Scoring.

10.1 The races comprising Burton Week will be scored using RYA Appendix 1. (Low points). (RRS 1997-20000)

10.2 Each boat's series score will be the total of her race scores. If between four and six races have been completed each boat's worst score will be discarded, if seven or more races have been completed each boat's worst two scores will be discarded.

10.3 Eight races are scheduled; three must be completed to make the series valid.

11 Personal Buoyancy. All competitors shall wear life jackets or adequate personal buoyancy at all times whilst afloat. Amends Rule 40. (RRS 1997-20000)

12. Tally system.

12.1 A tally system of declaration will be used and failure to comply with the procedure may result in disqualification. (Rule 64.1(a)). (RRS 1997-20000)

12.2 As an alternative to disqualification and at the sole discretion of the Protest Committee a competitor may be re-instated on payment of the sum of £10.00 to the RNLI. Such concession shall not be allowed to any competitor on more than one occasion during the course of Burton Week 2001.

13. Identification and Acknowledgement of Risk.

13.1 Each owner/competitor is entirely responsible for the boat's own safety, whether afloat or ashore, and nothing, whether in this Notice of Race or the Sailing Instructions or anywhere else reduces this responsibility.

13.2 It is for each owner/competitor to decide whether the boat is fit to sail in the conditions in which it will find itself. By launching or going to sea, the owner/competitor confirms that the boat is fit for those conditions and that its crew is competent to sail and compete in them.

13.3 Each owner/competitor is responsible to ensure the boat is equipped and seaworthy so as to be able to face extremes of weather and that the crew has sufficient experience and fitness to withstand such weather.

14. Liability.

14.1 Nothing done by the organisers can reduce the responsibility of each owner/competitor nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing. The organisers encompasses everyone helping to run the race and the event, and include the Organising Authority, the National Twelve Owners Association, the Race Committee, the Race Officer, patrol boats and beach masters.

14.2 The provision of patrol boats does not relieve each owner/competitor of his/her responsibilities.

15. Prizes.

15.1 The Yachting World Silver National Points Trophy will be awarded to the helm with the lowest series points score during the week.

15.2 The Sir William Burton Cup will be awarded to the winner of the Burton Cup Race.

15.3 Trophies will also be awarded to the winners of all other points races, and to the helms with the lowest series points score in the subsidiary categories below.

15.4 In every case, in addition to the trophy, prizes will be awarded to approximately the first 10% of helms and crews.

15.5 All the trophies to be held by the winner for one year or until Burton Week 2002, whichever is earlier.

15.6 Competitors must enter specifically for special trophies, using the attached entry form.

The Money Cup Open to lady helms.
The Corrigan Cup Open to helms born on or after the 7th August 1980
The Canter Trophy Open to helms born on or before the 7th August 1961. 
The Clinker Trophy Open to helms who have built their boats throughout for their own use.
The Coronation Cup Open to married couples and awarded to the leading finisher in the Burton Cup Race.
The Arrows Trophy Open to helms who have never helmed at a Burton Week before.
The Joe Yorke Trophy Open to those helms who have helmed in the two previous Burton Weeks, who have (as helms) never received a Silver National points prize. nor finished in the first six in any Burton Week points race, and have not won the Joe Yorke Trophy before.
The Tubs Trophy Open to helms where the weight of helm and crew together is not less than 21 stone. Weighing for this trophy will be undertaken by an official appointed for the purpose who shall be the sole arbiter of eligibility. Competitors shall be weighed in swimwear with no shoes. 
The Admiral's Cup Open to the helm of any boat conforming to the decking and buoyancy rules pre 1st January 1996 (i.e. is not a self draining boat)
The Gipsy Trophy Awarded to the club whose three best placed boats have the lowest series points score in the Silver National series. A boats points shall be credited to the club under which she is entered.
The Grand Masters Trophy Awarded to helms born on or before the 7th August 1946.
The Gill Super Crew Cup Awarded to the first crew new to Burton Week.
The Arthur Oxborough Salver Awarded to the crew of the winner of the Sir William Burton Cup.
The Royal Thames Y C Trophy. Awarded to the crew of the winner of the Yachting World Silver National Trophy Points
The Cross Wins Trophy Awarded to the helm who shows the greatest improvement in finishing position, from his position achieved in the first race actually completed during the week to that achieved in the last race actually completed during the week.

All references therefore in this NOR refer to the rule numbers listed in RRS 1997-2000 and any necessary amendments will be notified in the Sailing Instructions.
